Throw out c'est plutôt jeter quelqu'un dehors, le virer, l'expulser.
To throw away, c'est se débarrasser de quelque chose dont on n'a plus besoin, le jeter à la poubelle.

It means that if you are not certain that something is good, throw it away. One example is when cleaning out the refrigerator and wondering if something is safe to eat.
